Not having a contract to bill hours to was a problem as you were considered “overhead” which ate into the profits of the company. For someone of my salary, that was not good and if it went on too long, they would lay people off. Fortunately, I was considered a “key employee” due to my technical skills and since I was l specified as such in the technical proposal they had submitted to the ATF, they had to keep me around until they won the contract. If they didn’t get the contract, I would likely to get laid off. But the way it is working for a company that does contracting work.
